As Tropical Storm Fay makes landfall Tuesday in southwest Florida, expectations that it would intensify to a Category 1 hurricane have faded–just as government requests for evacuation fell on more than a few deaf ears in a part of the nation that, as one resident put it, "has seen this movie before", and are taking a wait-and see attitude instead.
